Constitutional Powers

1) Establishment of the Fund

The Fund drives its powers from the National Communication Act 2012.  Among the Fund’s key objectives is to develop and deploy communication services to cover the entire population of South Sudan, to include urban, rural and remote areas to ensure universal service and access.

The Headquarters of the Fund is located within Juba, the National Capital. The Fund performs its functions under the direct supervision and oversight of the Competent Minister (Minister of ICT&PS)

2) Appointment of the SG

The Fund is administered by a Secretary General and supervised by a Board of Trustees under the oversight of the Competent Minister.

The Board comprises of seven (7) members and are:

  • a non-full time Chairperson;
  • the Secretary General of the Fund who shall also be a member and rapporteur;
  • the Director General of the Authority who shall be a member; and
  • four other members with appropriate skills, competence and experience in fields such as Communications, Business or Public Administration or Economics.
