About Us

Background of the Fund:

Universal service and Access Fund is a government parastatal established by the National Communication Act 2012 of the Republic of South Sudan as a Fund to develop and deploy Communication Services to cover the entire population of South Sudan to include, urban, rural, and remote areas to ensure universal service and access. USAF, however, postures itself both as a promoter and facilitator of ICT sector leveraging its role as the aspirations of South Sudan Vision 2040 on ICTs.

How To Works

Our Working Process

The Communication sector is made up telecommunications, postal services, and valued-added services. USAF aligns therefore the implementation of its mandate to the South Sudan Vision 2040. The constitution of the Republic of South Sudan, Agreement on the Resolution of Conflict in the Republic of South Sudan (ARCESS), and the National ICT policy of 2012. The overarching policy direction is provided by the Ministry of Information, Communications, Technology and Postal Services under which the ICT sector falls. USAF is fully established and is implementing its functions effectively under the direct supervision of the competent Minister.
