About USAF

Background of the Fund:

Universal service and Access Fund is a government parastatal established by the National Communication Act 2012 of the Republic of South Sudan as a Fund to develop and deploy Communication Services to cover the entire population of South Sudan to include, urban, rural, and remote areas to ensure universal service and access. USAF, however, postures itself both as a promoter and facilitator of ICT sector leveraging its role as the aspirations of South Sudan

Vision 2040 on ICTs.

The Communication sector is made up of telecommunications, postal services, and value-added services. USAF aligns therefore the implementation of its mandate to the South Sudan Vision 2040. The constitution of the Republic of South Sudan, Agreement on the Resolution of Conflict in the Republic of South Sudan (ARCESS), and the National ICT policy of 2012. The overarching policy direction is provided by the Ministry of Information, Communications, Technology and Postal Services under which the ICT sector falls. USAF is fully established and is implementing its functions effectively under the direct supervision of the competent

Minister.

MANDATE OF THE FUND

To lay down policies. Plans. Programs, regulation for bridging

  1. To lay down policies, plans, programs, regulation for bridging the communication digital divide between the center and rural areas through promoting communication service delivery to cover the entire population of South Sudan with special emphasis given to unprivileged groups and hard to reach areas.
  2. Set rules and regulations for planning and managing resources of the Fund to achieve the core objectives of the Universal Service and Access Fund.
  3. Coordinate activities and efforts with regional and international agencies promoting universal service and access to leverage synergies and resources.
  4. Acquire and dispose of movable and immovable properties upon approval of the competent minister.
  5. Recruit and retain staff of the Fund in Accordance with approved budget and consistent with public Service laws and Regulations.
  6. Develop programs for generating resources for the fund including fees and charges for services delivered to support the core goals of universal service and access.
  7. Performs such other functions as are necessary to effectively execute the function of the Fund and achieve its goals.

  • To be the most Reliable Telecommunication and ICT Services facilitator for all South Sudanese.

Mission of the Fund:

  • To Support and Facilitate Access to Reliable and Affordable Telecommunication Services to Un-served and Under-served Communities in South Sudan.
  • Objectives of the Fund:
  • Promote increased use of advanced tools and equipment and encourage broader utilization of e-applications and e-services for both rural and focus the attention of urban areas of South Sudan.
  • Focus the attention of urban areas of South Sudan. Communication Operators Towards Rural Population to enable Citizens to exercise their political rights in an informed way.
