Accelerated Cellular and Wireless Communications Network Expansion

Projects under this program will target coverage gaps in mobile networks, where operators are unable or unwilling to extend service on their own. The Fund will work with the Ministry of ICT and Postal Services, the National Communication Authority and Mobile Network Operators to identify the boundaries of these gaps, and to determine the scope of infrastructure investment and other related costs that may require support from the Fund to ensure full coverage. Priority projects will be those that reach the largest un-served populations in remote areas of the country. The programme will run through 2020 – 2024 and is expected to result in an increase in voice and data coverage.

 

 

Project No. 1: Transmission Infrastructure (Voice and Data)

The transmission infrastructure project is designed to facilitate the connection of the un-served and under-served areas by deploying base transceivers stations (BTS) to the national transmission backbone infrastructure via deployment of hybrid technology infrastructure (satellite and terrestrial connectivity). In consultation with the Ministry and National Communication Authority, the Fund will implement this project through Public – Private –Partnership (PPP) with implementers/ licensees by offering subsidies determined through efficient, effective and sustainable competitive solution. The objective is to extend voice network coverage to the under-served/ un-served areas via the following means:

i. Terrestrial transmission links; and

ii. Other satellite technologies.
