Estimation of subsidy and incentive
This programme will create incentives by developing a sustainable subsidy regime that will facilitate the provision of the required ICT service in un-served and under-served communities and institutions. Subsidies shall be determined based on factors such as demand levels, population density, topography, and current infrastructure indices, the revenue potential and average cost to provide each service. This assessment shall be carried out at the community level depending on what is appropriate for each type of service to be provided. Through the smart subsidies basic communication service can be developed for rural communications.
