Functions of the SG

The Secretary General is answerable to the Board of Trustees. More specifically, the Secretary General has the following powers and performs the functions below:

  • Heads the administration of the Fund;
  • Carry out financial and administrative functions of the Fund and ensure that expenditures are within the approved budgets and in accordance with requirements of the Public Finance, Management and Accountability Act, 2011;
  • Proposes plans, programmes and administrative policies and procedures that are within the mandate of the Fund and submit them to the Board of Trustees for approval;
  • Executes the decisions of the Director General and follow-up on its recommendations; prepares proposed budgets for the Fund and submit them for approval by the Board of Trustees; effectively manages the resources of the Fund under supervision of the Board of Trustees;
  • Applies the Fund’s resources in accordance with approved budgets and according to the applicable rules of the Public Finance, Management and Accountability law;
  • Prepares the annual performance report of the Fund and submit it for approval by the Board of Trustees; and
  • Recruits, retains, disciplines, motivates and terminates services of employees of the fund when appropriate in accordance with the Funds policies and in consistency with Public Service laws and regulations. issues internal rules and procedures for regulating the work of the Fund and for conducting its own meetings;
  • performs such other functions as may be necessary for proper management of the affairs of the Fund and for achievement of its objectives.
